      Why don't you put a lock on the gate leading to the state park or whatever it is behind your HoA park?

        If you are in an HOA it's not your property. The HOA owns it and you just have use of it. What you have is title to a land lease. An agent of the HOA is allowed to inspect HOA property which is under your care to ensure compliance with the agreement.

          Most condo developments provide that the owners of individual units also own an "undivided" percentage of the common use areas. This actually makes each unit owner and "owner" (in part) of the common areas.

          The access entitlement that you discuss is most commonly provided for through the use of CC+R's.

            The only way to deter hikers is via a gate....

            Have the HOA spend the $$$$$$ and install a gate with the appropriate combo locks.... Everything else is a waste of time....
            Rule 1- ALL GUNS ARE ALWAYS LOADED

            Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

            Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

            Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
