Yes, all types of documetation are key. video tape him a few times hidden to show his true nature and what his habits are. then you can do an 'obvious' video tape as well to compare the possible change in habits. also, if you ever do confront him, please use a voice recordrer or hidden video for proof incase he tries to say that you did something to intimidate him.Keep calling the PD and keep a log and take pics/videos. Keep calling/notifying the association as well. Documentation is a good way to cover yourself in these types of situations. I would also notify the neighbors and see if they have the same issues. At least they would now become witnesses on your behalf if they see/experience strange activity.
*Ask the PD for an event number and/or case number each time you call. Law enforcement use event numbers on calls that don't justify a written report (case number), but it does document the fact you called. Its a subtle way of saying "I'm documenting this call". If the PD still does not respond ask for the watch commander. Then the local city council person, & etc.

As for Teddy, I disagree with your assessment of the situation. Obviously, it sounds like you wouldn't call PD. That's fine, that's your choice and I'm sure everything would likely turn out okay. But don't use such hyperbole that someone is possibly "going to get killed" because the police are called on them.
No one here suggested a call be made up in which the OP said the guy was doing anything other than "acting suspiciously." The OP could also ask for the responding officer to give him a call when he arrives so he could further explain the problem. Dispatch is more than capable of prioritizing calls for service, if something more pressing comes out I can assure you this call will not be high on anyone's radar.
Believe me when I say that at least 50% of my calls for service (probably higher) are not actually criminal in nature. Either way, the OP seems to have at least temporarily resolved the problem. well, "going to get killed" was way overboard on my part, my apologies...the main emphasis should have been centered around the fact that a man doing nothing more than being an ill mannered moron shouldn't even have to be subjected to a LE encounter, just because he is making someone feel uncomfortable...reminds me of why we seem to be losing more and more of our gun rights, we make people uncomfortable...I would also add, that likening him to a rapist, or stalker is quite a stretch tooAtta boy! It would appear to be a situation that LE has no legal right to do anything about anyway, so why involve them...calling him a "suspicious person" IMHO, would still only be a convenient way to get a quicker response out of LE, versus saying what it really is...you applaud the OP for what he did to solve the situation, yet, what he did IS illegal, versus what the farter was doing...why is it you would condone his actions, yet, frown upon what the farter was doing? What if little girls from the complex saw a naked man on his balcony, in plain view? How would you respond to that? yeah, if you're intentionally doing it for others to see, then, yes, I would think so...how are you NOT any more offensive than the guy you complained about? I guess you would've been ok with little girls or kids seeing you too?

I get where you are coming from as far as wasting LE resources but I wonder what your reaction would be to seeing a strange vehicle parked on your usually quiet residential street, occupied by a man in dark glasses and a hat pulled down. He is just sitting there staring down the street, not on the phone, not reading the paper. Wouldn't you at some point find it suspicious and call it in? As far as Trackrat's sitting naked in his own apartment, if you read Penal Code section 314, you would see it requires that indecent exposure be for the purposes of sexual arousal. That can be tough to prove and in his situation even tougher to prove. If you read my previous post, I think that the other guy could be committing a 647(i) or (h), as I think that where he is sitting is not his property and not a common area.Comment

If you read my original post you should have read that we keep our patio door open and be sits where he can see directly in our unit. I never mentioned anything about our balcony. Big difference from me being inside my own place butt naked and on the balcony.Comment

^that may be true, but, I do recall reading a story about a man who had to pee, found some bushes, started to pee, a lady and her kid saw him, she called in the police, he was arrested, and, subsequently had to register as a sex offender...all because he had to go pee...I read that story myself, so I know it to be true...If you want me to believe what the OP is doing, is any less perverted than what the guy outside is doing, im not buying...even in his home, if he is intentionally getting naked, for someone outside to see him, then, there is the chance that other people, including kids, can see him too...as far as the property part, if he lives in that complex, as the OP already stated, don't you think 647 is a bit of a stretch for cause, and, if the owner is not complaining to LE about it, how can someone else who doesn't have any vested interest there? I might, but only because he doesn't live here...that IS a suspicious person...now, if he lived in one of the homes on my block, I wouldn't be calling in a suspicious person, no matter how many hours he decided to hang out in his car...the example you give is not the same as what the OP is dealing with...OP knows the guy is a tenant next door, not some random person who shouldn't be there, he may very well have every right to be there, even in that section of the carport

I got the balcony part wrong, I'll admit that, but, if you're intentionally getting naked for someone else outside to see you, then, IMHO, you're worse than the guy who is just being ill mannered
hypothetically, if someone did call the police on you, said you were intentionally showing yourself to outsiders, got offended, would you man-up and say you were doing it intentionally, so someone outside could see you, OR, would you puss up an make it seem accidental...be honest with yourself
don't even answer that here, answer for yourself...the true answer you give yourself should tell you whether or not what you're doing is wrong
