The PRIMA FACIA speed has to do with a SAFE SPEED, like the speed limits in school zones or business districts or where the proper authorities say the speed limit is XX MPH. The MAXIMUM SPEED LIMIT is just that the maximum speed you are legally allowed to travel. This is usually set at 65 MPH and in some areas 70 MPH. You are mixing terms.
