Doubtful, he would have said so and even then, LEO's cannot have weapons without the bullet button unless they bought it preban (RAW) or have it registered under the department purchase exemption. Inserting a 30 round mag into a bullet buttoned weapon is also a felony.

I doubt there is some convoluted explanation of some company that accidentally sent them to him. The obvious and simplest answer is he bought them as a part kit, online, legally and assembled them himself, illegally.
