the point is, when policy makers and LEO's are making decisions, we want it to be on a consistent basis and with knowledge of how to target their efforts on the active committed gang members. those are the ones who are committing the majority of crimes, influencing other members to commit crimes, and recruiting new members from the pool of young people in a community. they make gang activity seem "cool" to impressionable young people who dont yet have the sense or maturity to realize who the losers are.
this is why you often see an uptick in gang activity when career criminals are released from prison. they go back to their old neighborhoods and pick up where they left off, directly or indirectly influencing a whole generation of young people to embrace the gang culture. those are the people that need to get top priority, or the whole community goes to hell in short order.
