the point is, when policy makers and LEO's are making decisions, we want it to be on a consistent basis and with knowledge of how to target their efforts on the active committed gang members. those are the ones who are committing the majority of crimes, influencing other members to commit crimes, and recruiting new members from the pool of young people in a community. they make gang activity seem "cool" to impressionable young people who dont yet have the sense or maturity to realize who the losers are.

this is why you often see an uptick in gang activity when career criminals are released from prison. they go back to their old neighborhoods and pick up where they left off, directly or indirectly influencing a whole generation of young people to embrace the gang culture. those are the people that need to get top priority, or the whole community goes to hell in short order.

I have been noticing Russian gang tags around my neighborhood along with groups of 6-10 kids in their teens walking around at night for the past few months. I am afraid that even here in suburbia north Sacramento we are beginning to see it. I feel bad for my neighbors down the street, keep having to paint over the tags almost monthly now.

IME, the immoral, illegal, irresponsible, indecent, immature, etc segments of our society are reproducing WAY earlier, WAY faster, and WAY more than those of us who IMO SHOULD be repopulating our species...

Some of the other problems with gangs is that they are changing away from stereotypes. More and more, gang members are seeing the advantage of maintaining a low(er) profile (more of them are denying membership these days); they are spreading their illegal activities into a wider range of areas (more white collar crimes); and are spreading into more "mainstream" society and professions. ETA: They are also increasing in sophistication and more likely/willing to form alliances and partnerships outside their neighborhoods and races/ethnicities...

While this idea may be outside of the law, somehow provoking two gangs to go to war with each other to cut down thier numbers somewhat, downside there is "collateral damage" as in innocents getting caught in the conflict. My personal "like" is to "snipe" gang members, once a week a gangsta somewhere suddenly "fails to function", while this will do little to cut down thier numbers, the known physcological impact of a sniper is quite a deterent. If LE became aware of a situation like this i wonder how aggressively they would pursue the sniper.
On a different note,I am sorry to here that San Diego's crime is soaring, i used to go there a lot and love the city. Sucks the sherriff is such a muppett when it comes to issuing CCW permits. I guess he figures as long as he can carry its all good,,,,,,

There are ways around that... they are just like everyone else when it comes to their inner exhibitionist, no matter how much they deny it in public.

But you are right, those of us who are responsible and only have 1 or 2 kids because we want to raise them responsibly and within our means are being outbred easily by those who don't care and have 4, 5, 8, 10 even 15 kids at a time because they don't feel the same as we do.

The scariest part is when these gang kids grow up and start voting, our kids don't stand a chance even in the legitimate world... kinda like what's going on now.

Update from my neck of the woods. Where I take my jog, near one apartment residence, I'll see a congregation of gang-banger dressed individuals out in front of the door.

Then watch as one who is standing gets a phone call and drops off his drug bindle at a nearby residence. Sometimes I see a guy lifting a barbell outside the same door to keep a tough physique.

I say hows it going, while quickly jogging by and maybe 25% of the time one of them will reply, "It's been goin alright man." There is a private armed "Provident Security" outfit that takes their patrol by there and these individuals immediately go indoors.

Actual real LEO, don't seem to notice their activity. If I get a PM from one of our finest, I would point out what they have been doing. Sort of like "Neighborhood Watch" from CGN.

Long and short of it... back when I was going through the academy, the gang officer who taught the gang portion of the class gave us the statistic that in Southern California alone, we are outnumbered by a ratio of 8:1, gang members to officers.

I haven't seen what you are talking about but I have seen studies of illegals and how prevalent they are in gangs, such as what percentage of a local gang is comprised of illegals. Don't recall the numbers, but I can get that from the gang dudes.

Don't the sheriffs determine shall issue at the county level. If all the sheriffs upheld the 2nd Amendment of the constitution, then it wouldn't be in the hands of the politicians...well unless you consider the sheriff more of a politician.
