That matches my understanding (manual data base for registration before 1991).
In the case of my friend, he did not buy new guns. He bought used collectables and took them to a local dealer who was a friend of ours and got them registered. Such guns more than likely had been through many owners over the years and the "registration " that my friend did probably was the "trace" path. As he died last year, I can not get the straight facts from him. But that is my recollection.
Where can I go to read the law about repairs that change the serial number and the requirements of that law as to whether a DROS is required or not. I do not mind a record change but object to the cost and delay of the full DROS. This gun went through that with the original frame and this is just a parts exchange, not a new gun. I need a reference source (the law???) so I can interpret it myself.
