Merely speculation on my part but I would have to say the officer had some probable cause or reasonable suspicion for the stop. Once he found out you were not DUI and basedon what you said he didn't even do a warrant check he let you proceed. Sounds like one of a million stops I've made over the years.

LEO can pull you over for alot of legit reasons. If they have a call to be looking out for a blue 90's chevy truck and you happen to be driving one they might pull you over and check you out. If your not who they're after then you're on your merry way.
Think of it this way. If some a-hole assaulted your wife or did some other terrible thing to your family and took off in a blue 90's chevy truck and you couldn't follow them. You would call 911 and want the police to pull over every damn blue truck in the area and catch the guy right? I know I would.Comment

Ever seen how big that California Vehicle Code book is? That contains literally thousands of reasons why we can pull you over. Misaligned headlights, cracked windshield, bald tires, reg stickers out of place, license lamp out, defective horn, using the horn improperly, loud music, tinted windows, loud exhaust, crap hanging from your rear view mirror... get the picture?
He may have been part of a DUI saturation patrol and he was conducting t-stops in an area where there might be a lot of DUI related incidents. All he has to do is find a reason to stop you, any reason, then look for the DUI, if there is no DUI, he can let you go and find someone else who might be deuce.
Just be happy he didn't ticket you, because if he pulled you over, he could've cited you for something.I like guns
