If they have a contract with that HOA to provide Guard services, than they would be carrying within the scope of their duties. Sometimes CSO's(Community service officers) will attend meetings with security and the HOA to discuss issues surrounding the community/property. Like others have mentioned they may carry " exposed to and from work, only when in uniform" . Having a contract with the HOA means, that they could literally follow the members of the meeting around while providing services,this is how Executive protection works. The only exception is that if the property owners object; then therefore they'd have to leave.
But 9-10 times other stops are made, but nobody really is out there to hassle armed security officers. It's just a gentleman's agreement just to leave them alone. I'm talking about stopping and getting something to eat, not hanging out with friends,etc. Common sense type of things.
The local PD/Sheriff's have a vague knowledge of what the regulations are for security, so the correct agency to contact would be a umbrella organization of the
department of consumer affairs called " BSIS".
As far as being able to carry a loaded firearm into a Goverment building; LE would have better knowledge of that. Others have mentioned that Court Houses/Government buildings sometimes also contract out security. It sounds like the patrons were just uneasy of Armed uniform presence being around, which sounds like a personal problem to be honest.
Some people just don't like firearms no matter what. But when active shooting incidents occur, they're usually the first ones to complain about the need of more officers/security.
