I think we can find some common ground in the fact that stupid people will gum up the works any way you look at it.

California passed a law requiring a handgun safety course to buy a handgun. Do you honestly suppose it's prevented one single accident or curbed any bad behavior? All it does is force an illiterate person to get their handguns illegally. After all, if you can read, you can pass the test.

That I agree is purely CYA and collecting $$. It's not training.
