CHP a long time ago became the "State" police. California use to have their own old fashioned State troopers, but they were absorbed into the CHP, and all powers merged.

And they can get you on private property for certain offenses (DUI, Parking in Handicap, etc.) or the whole vehicle code if there is a sign stating that CA VC is enforced on said property. Or so I am told during our annual defensive driver training.

Not only CHP can cite you anywhere so can numerous other non-municiapl Police agencies, School police, State college, University, Fish & Game, Railroad, Port police. Anyone agency or officer fully empowered under Section 830 of the Calif penal code. If they got the ticket book they can issue one.

It's not the "sign" that makes the difference. The County Board of Supervisors has to act and approve the private property owner's petition to apply the CVC on that property. If someone just puts that sign up and the CVC hasn't actually been applied and a cite that depends upon the CVC being applied... if it's contested, the LEO might lose on that technicality.
