    A guy or girl who was born on 12-31-99 could have been given boxes of +10 round mags the day he/she was born. Today, at the ripe old age of 10 years old, they would be legal for him/her to use in any non-AW. When he/she turns 18, he/she could also use them in RAWs as long as the owner of the RAW is present.

      From what im reading above, any LEO who owns hicaps can legally use them in a featureless build at their capacity (20or30 rounds) for personel use?

        Exactly. Anyone (LEO or not) who legally possesses high cap mags can use them in a featureless build. The difference is that LEO's can legally be sold high-cap mags.
