Tasers and Chemical agents are illegal Germany. All we get is stick time. That being said, there isn't anything that is completely safe. Even a baton can accidentally strike a red zone, and in the case of dealing with someone under the influence of some heavy drugs, I'd rather tase them than attempt to wrestle around with someone who isn't feeling any pain.
I don't like the idea of using tasers only as a means of replacing deadly force, but I have seen some videos where a baton or even unarmed self defense would've been more than adequate where an officer had opted to use a taser instead.
It's a LEO's duty to keep himself in the shape he needs to be in to do his job, and to keep in mind to use the *least* amount of force necessary to subdue a subject, not necessarily what's easiest.
