Berkeley became what was believed to be the first U.S. city to plan to prohibit police officers from conducting traffic stops and shift that responsibility to unarmed members of a department of transportation.

It's well known in Oakland that the cars will not pull you over damn near no matter what. The motor units, on the other hand, just run stop sign stings all day. But there is only one pair of motor units doing that for the whole city.
