Floyds main issue IMHO was the meth and fentanyl on board. I have seen footage of him struggling in the vehicle though. I have seen footage of him going limp right BEFORE they made the initial insertion on the opposite side he ends up on. Might have been waiting for EMS..you know that's kinda why we wait for investigations though right? One of my best friends who was an sjpd cop got a verbal tongue lashing for the use of the phrase "paddy wagon" over the radio as his Sgt was Irish. RIP Michael Johnson #3718. Not quite accurate. The term "Paddy wagon" comes from NY, and it was a horse drawn wagon long before patrol cars. Used to transport prisoners, and cops to the outlying beats, many of whom just happened to be mostly of Irish decent.- this podunk city got rid of the paddy-wagons from their budget

From what I have gathered, Floyd complained that he was "claustrophobic" and resisted being put into the back of the patrol vehicle. Whether he actually resisted, passively or actively, or just complained I have no idea. Whether his state of mind, drugs, etc had anything to do with his behavior I do not know. Unless we were there, we just don't know.
Speaking only from my own experience, in most cases where you have a resistive / combative suspect (defendant) who may be under the influence, or "goes limp" (intentional passive resistance), or is simply to difficult to gain control of (active resistive) in order to squeeze them into the back seat of a unit and seatbelt them in (usually into a Ford Explorer these days), we will order up a paramedic unit from the local FD. 4 or5 pt restraint, handcuffed to the gurney, officer escort to the hospital first (usually a LA County Hospital). This is in the SoCal / Metro L.A. area.
Per most agency policies, anyone subjected to a carotid restraint must be transported and treated at a hospital first before getting an "ok to book" form signed off on by the attending physician (usually after an exam and x-rays or other radiology is done). Same for anyone "TARP'd" (Total Appendage Restraint) aka hobble tie to ankle or knees, and hobble then clipped to handcuffs; similar to but more relaxed restraint than the old "hog-tied" process, where the person can at least sit upright in a sitting position or on their side, without undue stress to the lower back/chest in a way that may make it difficult to breathe).
