Most likely an arson investigator. I know Cal Fire has Fire Marshals that are POST certified.

Name the city. Not really a big deal. Happens everywhere.

More than likely a Arson investigator.
In our area the Fire Marshall staff does not carry firearms.

Sunnyvale and Rohnert Park have public safety departments do they do a little of both. Otherwise, probably the aforementioned.

^ Yes this! aka Fire Marshals complete PC832 POST training (in southern CA).

This. Arson investigators go through an 832 or 836 class so they can carry. I know several OCFA guys that carry for this reason. They also quickly realize that being a cop is a much better job that dragging hoses and sick people around.

I had to laugh at the last sentence.
The OP most likely, as others have stated prior, observed a member of that municipality's Arson Unit. Some members go by the title of Cause Investigator, Arson Investigator, Fire Investigation Unit Inspector, etc. Most work a shift schedule that mirrors platoon field personnel, or in some cases a "40-hr" work week, with a rotating duty schedule for call-outs, etc. For many, the case load is significant, and cooperation with mutual aid (fire/LE) agencies in a working relationship is very common and necessary.

Well, other than the part about 90% of their paid time spent cooking and playing video games.

So one time I was out in BFE on a mutual aid callout and some firefighters were kind and invited my partner and I to kill some time at their station so we could eat/relax somewhere comfortable. We hung out for our whole break at their station house enjoying actual cooked food and hot drinks... Each firefighter had their own reclining chair in the entertainment room of the station house (though no one offered us their reclining chair haha), a nearly gourmet kitchen, gym, etc.... It pains me to admit it but I briefly rethought my choice in careers.

Yes I have seen them.. normally they dress specifically as non firemen when armed. My local city had an Arson investigator who could be armed.

When he worked armed, you would have thought he was police.

My guess is they don’t want to confuse the public that firefighters can be armed
Rule 1- ALL GUNS ARE ALWAYS LOADED

Rule 2 -NEVER LET THE MUZZLE COVER ANYTHING YOU ARE NOT PREPARED TO DESTROY (including your hands and legs)

Rule 3 -KEEP YOUR FINGER OFF THE TRIGGER UNTIL YOUR SIGHTS ARE ON THE TARGET

Rule 4 -BE SURE OF YOUR TARGET AND WHAT IS BEYOND IT
