        Is your goal a school project, or preparing something for a court challenge?

        The difference would be whether I would say "Don't bother"

        But yes, by simple virtue of the criminal act, the criminal is not compliant.
        I provided video to the local PD of a robbery victim being beaten by a 30rd Glock magazine after it fell from the gun (thank God it was not properly inserted, otherwise the victim would have died when the trigger was pulled with the gun against his head)

        Robbery is illegal - Criminals do not comply
        Using a gun in a crime is illegal (10 year enhancement!) - Criminals do not comply
        Murder is illegal - Criminals do not comply

        Criminals do not believe that they will be caught. They are using unregistered/or stolen guns that can't be traced to them except through fingerprints.

        Seriously not trying to be a smartass... but it's a no-brainer that gun laws do very little to reduce crime. Chicago and Oakland will show that.

                  I've seen both compliant and non compliant. The compliant ones are usually left at home though. Gangsters and "thugs" know better than to use their own guns for crimin'. The compliant ones I've taken were the result of search warrants. Street guns are usually stolen and large majority are handguns because rifles are harder to conceal.

                    It's an assured destruction doctrine...if the criminal is at a tactical disadvantage where their non-compliance will lead to their destruction, then they are compliant.

                    e.g. if they think they can lie and get off, then it is in their interest to be compliant...of feign compliance until they can actively resist/flee.

                      Every gang member I have caught with a gun is either stolen, filed off serial number, or it was purchased out of state in multi handgun sale.

                        Convicted felons are not required to register their guns. It's a violation of their 5th amendment rights.



                        The original Haynes decision continues to block state prosecutions of criminals who fail to register guns as required by various state law gun registration schemes.
                        Constitutionally, officials cannot license or register a fundamental right.
