If its going to be a flashlight, make sure its rechargeable and make sure its a Streamlight. Non-rechargeable flashlights for LE are expensive to use if they have to pay for the batteries. You'll spend 300$ a year just on batteries. My recommendations are the Streamlight Stinger DS HL. Another good light is the Streamlight Strion HL. He can put the HL on his belt and always have a great backup light that puts off enough juice to be a primary if he forget's the primary light at home. I have an SL-20X. It's size isn't necessary and it's output is terrible compared to the other 2 I mentioned. A Streamlight TLR-1 HL weapon light would be great also, but he would likely need to buy a new holster unless the department will provide him one.

Tho your intentions are good, if the blue areas can be seen at night, this is not a watch a leo would want to wear for safety reasons. Same goes for a watch or accessory that has something on it that reflects light and allows the wearer's location to be known.Comment

DON'T buy a full size flash light like the streetlight sl20x, he will be issued one by the state. A good 3" long or so flashlight that he can put on his belt will be useful though.Comment

When I graduated the CHP academy, my brother who was an LAPD officer, gave me a Cross pen/pencil set. It was the chrome silver set with gold tips at the ends and the clip. He engraved "Officer Serrano" on the barrel next to the clip. 19 years later, I still carry them in my pen pockets on my uniform.
Police officers are a superstitious bunch. Last month, I used a different pen and I had one of my worst days in my career. I went back to my trusty set of pens.CLEVERLY DISGUISED AS A RESPONSIBLE ADULTComment

A fine quality knife such as a Topps or Spyderco is a great idea. So is a very good wrist watch. Maybe a G-Shock or a Seiko or possibly a Tag.sigpic

Streamlight Stinger DS. Tons of light (he will be on graveyards for the first couple of years at least) fits in his baton ring (no need for extra leather gear) and rechargeable. Though I found the light lasted a couple of weeks on a single charge when new. Which reminds me of Streamlights unbeatable lifetime warranty.Comment

I second TPT, I've had my Spiderco Police Stainless for over 15 years, carried a lot and used a lot and still sharp and tight as the day I bought it. Salesman hung off one to demonstrate it's strength at a dept training day. He sold me. One of my favorite knifes.

What I've found useful..
-Rechargeable high output LED flashlight. (I use a Stinger)
-Streamlight TLR-1 HL
-Plastic posse box (keep misc forms like DS367s, 180s, and blood/breath evidence)
-Money to purchase a secondary firearm.
-Maxx-Dri vest (seriously if you're working a warm/hot area)
-Quality knife.Internetz are serious business.
