    Rules have changed since I retired

    I was never a street cop. I started out as a State Correctional Officer working at the prison in Susanville. I later became a State Parole Agent and retired in 2013. When I was working as a C/O and later as a PA-1, I was able to buy off roster hand guns, and high capacity magazines for those hand guns. I knew that as soon as I retired that would no longer be the case, and I was fine with that.

    However now two of my grown children have become State Correctional Officers and it appears the rules seem to have changed. It seems like they can no longer buy off roster hand guns unless they use them while on duty, and have to obtain a letter from their Department Head verifying that. Does anyone know when that happened? What about high capacity magazines? Can a State Correctional Officer still buy high capacity magazines for their off duty carry?

    You probably mean standard capacity magazines.

      If they are CDCR employees, they should be exempt from the roster.

        Since he's asking about what CA law would permit, he means the CA legal term 'large-capacity'.

        Remember, 'standard capacity' for a 1911-type handgun is 7 - not close to CA's silly 11-round 'large-capacity'.

          Off-roster pistols and standard capacity magazines are still good to go for CDCR Correctional Officers. Nothing has changed. The only reason they would need a letter is to avoid the 10-day wait.

                Do they work in SoCal? If so, I am sure someone on here can direct them to a knowledgable gun store.

                    There used to be a Quantico Tactical there, but it closed. I dont know San Diego very well, but someone else on here will. I know of Proforce in Brea and All State in Pomona, but those are LA area.

                      If that is FUD then I got hit with the same "FUD blast".

                      I had read somewhere (maybe here on calguns) that CO's were not considered full time peace officers and thus subject to the roster while CDCR Parole Agents were considered full time LEO's.

                      I think the explanation was that CO's are only LEO's while at work (Prison, Fire Camp, etc.). At the time I kinda raised an eyebrow but never really considered it more.

                      As I type this I'm thinking about the SGT's, LT's, and CPT's who work either in OPOS, FPCM, etc. and how that doesn't make a lot of sense.

                      FUD - it hits all of us like poo into a fan.

                        Parole Agents are armed but not considered full time LEO. Unlike Police Officers or Deputies, we were not required to respond to a crime while off duty. It was our choice whether or not to get involved or just be a good witness. And we were not required to carry our firearm while off duty, that too was our choice. I don't believe it is a choice for a Police Officer or Deputy.

                        However when I was a Correctional Officer I was able to buy off roster hand guns, with high capacity magazines, and I was exempt from the 1 in 30 law. So as far as I know I was considered a Peace Officer.

                          OP, do your children know that right now there are commemorative Gen 4 Glocks(model 22, 23, 27, 17, 19, 26)offered for sale to State Correction Peace Officers. They can have a direct deduction from their pay, 12 month installments. Slides are engraved California Department of Correction(no stupid rehabilitation)with the star next to it.
                          These are off roster Glocks with magazine capacity of up to 17 rounds, they indeed can buy off roster handguns and large capacity magazines.

                            No I don't think they knew that. But I will tell them. Who do they go through to get one? The CDCR itself? Or is this through a vendor?

                              Have them check with personnel or their In Service Training office for the information and paperwork. I know they can order more then one also, so if they want a copy of their duty gun and a conceal carry gun. They can get a 22 and a 23/27. But like anything with the state it will take awhile, so if they need a off duty sooner then later look elsewhere.
