It's an O-1 (Second Lieutenant in Army/Air Force/Marines, Ensign in Navy). The rank insignia that they wear literally looks like a stick of butter, hence the name.

A Warrant officer saying "Hey, watch this!"

A 2LT saying "I've got an idea..."

The butterbar is worse. The worst thing the Pvt will do is buy a car with 50% interest and then get a DUI in it. The worst thing the butterbar will do is get you surrounded in low ground....in the choke point.
