I'm kind of afraid to say this but... let's stress test this thing!
Can't get the VA ID if you have no disabilty AND your income is too high.
A friend is former CG with no service connection. His family income is above 500k a year. The VA initially told him the same thing, but he was persistent that he wanted an ID card. They eventually gave him one.
