This talking head is simply upset because the power that DHS wants isn't being handed over to them willingly. Since the DHS is not part of the Military, the Posse Commentates act doesn't apply to them.

If the day comes when they start kicking down our doors looking for guns, DHS will be leading the charge and they want to make sure their is as little resistance as possible. Additionally, if the day ever comes when an "insurrection" or "uprising" of Americans needs to be put down, you know DHS will be leading the charge there to.
