    Register first using cfars, then he will be able to transfer it. No AWs, no magazines greater than 10 rounds. For his AR pistol, he'll need to fixed mag it using any one of the fixed mag devices such as armaglock. He doesn't need to prove anything as long as he registers the AR pistol as a semi auto pistol on cfars.

      cfars is the california firearms application reporting system. It's what new residents use to register their firearms. It's online. He makes an account and registers all the firearms he brought with him.

      He can bring his uppers with him as long as when the upper and lower are assembled together, the AR pistol does not constitute as an AW.

        AR pistol must be assembled into a semi-auto pistol and made CA compliant before crossing the border. Also when registering through CFARS be very careful about responding to photograph requests.

          I would not register pistol frames only in Ca, because they will jam up anyone who later makes them into a semi auto pistol. I would only register complete semi auto pistols as a new resident.

          And it will be hard to prove to a CA FFL that the ARs are pistols - most FFLs will want proof in the form of a previous DROS or in this case, an accepted new resident registration, which could take 12-18 months to receive.

          AR pistols are a huge boondoggle in this state, and after being CA neutered they are nearly useless even if legal. My opinion is it is simply not worth the effort now.

          The best way to get an AR pistol in CA now *if* you want one so neutered, is to buy one PPT or have one gifted to you from out of state. If this guy really wants to give his dad an AR pistol, he should do it **before** he moves here. He should send it in a CA legal configuration to a CA FFL who will DROS it to his dad as a semi auto pistol that is roster exempt via intra family gift.

              I am sorry but no one here has listed any law or code stating that someone can't take a stripped lower and register it as a Semi-Automatic AR-Pistol Lower on the BOF 4010A form to then later add an upper/barrel to it. How/Where is this illegal?

                    well that is another question, should I use "other" under handgun or "semi-auto" when registering in AR pistols?

                      from what i undertand, bringing in a maglocked AR pistol is california legal if you use the bof 4010A, I just wanted to know if it's legal to bring in a pistol lower and then build it later into a CA legal maglocked pistol

                      and also how to declare it, and which boxes to check on the bof 4010a form?

                        Unless the owner is an exempt person (LEO, CA FFL dealer, etc), the pistol receiver needs to be made so that it complies with CA unsafe handgun laws.

                        Which means in order to legally make it...

                        ... into a semi-auto pistol with a fixed 10 round magazine it will also need to pass CA DOJ safety testing, have chamber load indicator, magazine disconnect mechanism, and a microstamping array.

                        ... into a manually operated (bolt-action, lever-action, pump-action) repeating pistol it will need to pass CA DOJ safety testing.
                        ^Repeating = has a magazine capacity of 1 or more rounds.

                        ... into a dimensionally compliant (minimum 6" barrel length and minimum 10.5" overall length) bolt-action single-shot pistol or break-open single-shot pistol and, while in CA, it must be kept configured as such in order to remain CA legal.
                        ^Single-shot = has a fixed 0 round magazine/sled that can not be removed without disassmebling the firearm's action. Cartridge is loaded/unloaded directly into/from the firearm's chamber.

                          CA DOJ will mail an acknowledgement letter indicating they have completed the New Resident Report of Firearm Ownership. (typically takes 4-64 weeks)

                          They could use that CA DOJ letter as proof it is a registered handgun.

                              Means if you want it as a semi-auto pistol, it needs to be completed and imported in as such.

                              Otherwise, the handgun receiver can only be legally made into a dimensionally compliant bolt-action or break-open single-shot pistol and it must be kept that way in order to remain CA legal.
