Los Angeles abandoned their ordnance after the state came out with theirs. It was part of a lawsuit so they decided not to fight it.

They sure have better things to do than stop and see if the guy pushing his car down the road at 8:30 in the evening needs any help, or even if it's his car. It was my car, and I was out of gas. 2 cops drove around me. I was at least expecting a ticket for impeding traffic.Never initiate force against another. That should be the underlying principle of your life. But should someone do violence to you, retaliate without hesitation, without reservation, without quarter, until you are sure that he will never wish to harm - or never be capable of harming - you or yours again.

This is not legal advice but keep your stuff in a combination lock briefcase so you can just spin the numbers as you pull over. Never give permission for anything and always demand a search warrant. That should take up the rest of his shift on the side of a road, make his supervisor mad, and if you have a lawyer call them and ask them to start a lawsuit.
