since a "Right delayed is a Right denied" shouldn't CCW issue time be capped?

    Yes, but those states don't have the option of either

    a) scheduling your appointment up to a year out to make the total time 365+90, or
    b) sitting on your livescan so it's "incomplete" and thereby extending the time

      Rights are under interpretation. They are not given by God, but are given by the Gods of the Supreme Court, whatever that is at the time.

        In addition to the delay(s), why is it that it can cost over $200 to apply to exercise my right here in this state, yet it only costs $60 in other states such as NV and OR?
        Maybe because so many California taxpayers have left and agencies of all kinds are jacking up "user fees." See your property tax bill.

          The amount of time an IA has to issue a permit is already spelled out in the PC. What to do if they exceed that time is up to you.

            I was once without any form of picture ID for 8 months due to compounding mistakes by DMV that had nothing to do with me. Fortunately, that was before picture ID was required for an American to get a job, etc.

            But there was literally nothing that could be done for me, or done TO the DMZ to make them obey their own regulations, and even trying to file a complaint would only delay everything.

            I was just about to fake a "move out of state" to get a NV DL when mine arrived.
