Short version is if you are carrying loaded on your person in a place without a significant barrier to public access (an open door isn't that) you are probably breaking the law (there are obviously other requirements/restrictions as well). There seems to be some "consensus" here that a roof overhead somehow magically transforms a public place into a non-public place. There is no support for this distinction in the law.
