I can't believe that the OP is getting such bad advise. A complete lower with a PG, telescopic stock and regular mag release is 100% legal in CA if it is used with a non semi auto centerfire upper. I use a PG lower without a mag lock with my bolt action center fire upper and a lower with a PG and 6 position stock for my dedicated rimfire semi auto uppers. Personally, I'd leave the OEM mag catch on the lower and not worry about it. But, I know how to explain the law and have legal reasons to have a lower with features and a regular mag catch.

The holding of Nguyen is that possession of the parts to assemble an AW, absent any evidence of intent to build a complying weapon, and coupled with evidnce of an act of assembling a weapon was sufficient for jury to find that he attempted to posses an AW. Although he could have used the parts to build a complying weapon, there was no evidence that he was going to do so, such as a bullet button present but unattached, or uninstalled grip modification. Defendant did not testify. Based on that I would not posses parts for build unless all the featureless parts were there such as a bullet button, etc.
