It's both and can be described with an analysis of Newton's laws of motion.

An object continues to do whatever it happens to be doing unless a force is exerted upon it.

You are exerting a force to stop that action. The only way to stop or deter a force without "exerting" any type of energy would be a miracle.

We'd probably be calling you GOD at that point...

472 rounds fired from high capacity magazines is only like what? Three shooting incidents. I'm sure Richmond had more than that.

And how does the Richmond police chief have time to be politicking? Doesn't he have about a million unsolved violent crimes to investigate?

News Flash for Chief Magnus: Richmond has a CRIME problem, not a gun problem. That's not a public health problem that the hospitals should be handling, it's a CRIME problem that the police should be handling.

If you are so dishonest that you can't admit that, then you don't belong in law enforcement Mr. Magnus. It is a crime that you get paid to lie to the citizens you are supposed to be serving and protecting.

          Shame on you.

Question for Chief James: If encountering someone with a gun is so stressful and scary, why do you allow your officers to be armed? Doesn't that mean that they will scare citizens, and cause them stress whenever they are present?

How's this for a story (and all based on this incompetent buffoon's own words): Emeryville Police Chief James accuses all police officers of using guns only to intimidate and show power towards the citizens they are supposed to serve and protect. James also claims that this creates undue fear and stress whenever citizens must encounter police. He also claims that no officer has ever used a firearm in self-defense.

According to the testimony of these two clowns, no police officer should carry a firearm.

              Shame on them both.

It's unfortunate because, at least with the LEO's I know and have talked to about the subject, they represent a small minority of the average everyday police officer.

Statement 1: A gun is an offensive weapon used only to intimidate and show power

Statement 2: Police officers carry guns to do their jobs, not to defend themselves.

Only logical conclusion: A police officer's job is to offend, intimidate and/or "show power".

                    What an idiot.

                        Emeryville's Chief James is obviously a "LEO-basher".

I agree. In the words of Chris Costa:

Break into my house, and I will intimidate you in the most offensive manner possible

No kidding. Someone trained in detecting body language would call that "leakage". Notice the increased fidgeting and body movement. These people are very uncomfortable with what is being said, but also even more uncomfortable with expressing their discomfort. The result is powerful enough that is it easily visible without any training.
