An object continues to do whatever it happens to be doing unless a force is exerted upon it.
You are exerting a force to stop that action. The only way to stop or deter a force without "exerting" any type of energy would be a miracle.

News Flash for Chief Magnus: Richmond has a CRIME problem, not a gun problem. That's not a public health problem that the hospitals should be handling, it's a CRIME problem that the police should be handling.
If you are so dishonest that you can't admit that, then you don't belong in law enforcement Mr. Magnus. It is a crime that you get paid to lie to the citizens you are supposed to be serving and protecting.

Question for Chief James: If encountering someone with a gun is so stressful and scary, why do you allow your officers to be armed? Doesn't that mean that they will scare citizens, and cause them stress whenever they are present?
How's this for a story (and all based on this incompetent buffoon's own words): Emeryville Police Chief James accuses all police officers of using guns only to intimidate and show power towards the citizens they are supposed to serve and protect. James also claims that this creates undue fear and stress whenever citizens must encounter police. He also claims that no officer has ever used a firearm in self-defense.
According to the testimony of these two clowns, no police officer should carry a firearm.
