Not sure what the big deal is. If some bored person wants to make his gun look like a toy, there should be no worry as long as they're storing it properly.
They make it look like evil gun makers (not bored duracoating opportunists) are making these things and putting them on the candy shelves at stores.
As for LE response, they should proceed as usual and just shoot any one (even teens) with a gun pointed at them that doesn't have the orange tip. I got an airsoft gun several years ago and I read the rules/laws about them and I know that I can't take it in public, brandish with it, or use it to perform crimes as it'll be as if I had a real gun. I wouldn't expect cops to withhold fire if I pointed it at them...and they shouldn't have to interview people with colorful looking guns to find out if they're real or not in a tense situation.
