        Devils Advocate here...

        The people of California voted. ... Trucks should not be driven over 45 mph.

        A law was then written that said;
        Tractor Trailer trucks, Trucks towing anything and all open bed trucks are limited to 45 MPH no matter what the road's speed limit is. "Open bed" is defined as a trucks open bed which lacks a lid. A Car that is lacking a lid over the trunk is not a Truck.

        So if I place a locking lid over the bed of my truck can I drive 65 mph? Is that a loophole?

        Now apply this logic to the BB. What did the winning voters in California want banned?

          In May 2012, Senator Yee proposed SB 249 which would ban "conversion kits" for Assault Weapons. According to his press release, “Absent this bill, California’s assault weapon ban is significantly weakened.             No that isn't as I see it. You can't drive with an open bed so there is no loop hole. Now if you cut out the cab back and the bed front then it is now an SUV and can go 65 again. That is a loop hole as I see it or as near as I can make out of this "theoretical" comparison.
