      Alright, I'm no lawyer but I like to think of myself as educated. How does the following make any sense?

      SEC. 2. The amendment of Section 30515 of the Penal Code made by Section 1 of this act does not constitute a change in, but is declaratory of, existing law.

      Hasn't the DOJ already stated that "Bullet Button" type rifles are legal under current law? If so, then how can they make the claim that this is not a change? It seems to me THEY want to go to SCOTUS on this?
