    An AOW is a specific type of weapon regulated under the National Firearms Act of 1934 (NFA.)

    I think what you meant to say is that the the lower receiver would simply be an "other" weapon (I'm not sure that's accurate either but it's neither here nor there)

      SACRAMENTO, Calif. -- Legislation that has the backing of California's attorney general would close a loophole in the nation's toughest assault weapons law, making it more difficult for guns to be swiftly reloaded with high-capacity magazines.

      Attorney General Kamala Harris and a Democratic state lawmaker are seeking the change after this summer's massacre at a Colorado movie theater.

      The state's regulations allow gun manufacturers to sell weapons in California with magazines that can be removed and replaced quickly using a simple tool known as a "bullet button."

      Sen. Leland Yee of San Francisco plans to amend SB249 next week to make it clear that state law bans rifles and shotguns with easily detachable magazines.

      The National Rifle Association warns that hundreds of thousands of semiautomatic rifles legally sold in California would become illegal.

            Yee's proposal would give gun owners until July 2013 to have their weapons altered so the "bullet button" could no longer be used to detach the magazine. His spokesman, Adam Keigwin, said a gunsmith could make the change in a few minutes by welding over the mechanism.

              Interesting that Harris is mentioned there.
              So did Kamala go to Yee and say "You need to add this bit to your bill." ??

                These geniuses think we will simply have to weld the mag on- a plastic mag...wow, let's see how far that goes with squibs and malfunctions blowing up on people's faces, since they cannot remove the mag.

                    When the hell did Kamala Harris start supporting this? Also, most sickening quote : " Yee said. "There's an opportunity now to plug up that hole, and I want to take advantage of that.", referring to the Colorado shooting. Yee and Keigwin may be the only two people in the United States that got genuinely excited in their hearts to hear the news of these murders.

                    I'm sensing that maybe Harris pushed for the amended wording.

                    Also, if Keigwin thinks I'm taking my rifle in to be welded, hes kidding himself.

                            Im 33 and except for my time spent in the military, I've also lived here all my life. Today is the first time I've seriously considered actually leaving. I'm not out the door yet, but I'm just saying that this is the first time I've truly felt in my heart like I could actually do it.

                              Guys, perhaps I can be the voice of reason. If you are thinking of moving out of our awesome climate, the strongest economy, yes, it still is, in the union because you are emotionally pissed off at Yee's abomination, then, stop. Think about a couple of things. We are pissed at SB249 because it is an emotionally driven law. So why do something emotionally driven? Add to that we will weaken the fight here in California, the front line of this crap. As the saying goes, if California goes, so does the nation...so you may buy some years, but if California folds, be sure it is not too long when it comes to you wherever that may be. So stand our ground and hold the line. This ***** dies here.
