    i think it's around there somewhere, i remember skimming it before if that's it.

    the law has an exemption that armored vehicle businesses can import whatever hicaps they want.

    the law also has an exemption that FFL can buy and sell hicaps to whoever.

    by the law itself, it's not illegal to be just a buyer of hicaps.

    so it looks that an armored vehicle business could be a legal import channel of hicaps, who is then unrestricted selling them to an FFL, who can then sell to anyone. If i'm reading it all right anyways.

    it's a novel idea, but i wonder which armored vehicle business is going to play along.

        I think that an FFL dealer can import them themselves, although I think they have to have a permit, which I'm sure would be yanked after sales began.
