LOC permitted in "No Shooting" areas of BLM land?

I know you can LOC anywhere that it's legal to discharge a firearm, which happens to be most BLM land. But what about BLM land where it's not legal to discharge a firearm? Can you still LOC?

Last time I went to these areas, I would UOC just to be on the safe side, but since that is illegal now, I would like to know what my options are.

Also, if you can LOC in these areas, would that apply to being inside a vehicle as well, as long as you're not on any main roads, near residences, etc?

These are the areas I speak of:

Frozen in 2015, it is falling out of date and I can no longer edit the content. But much of it is still good!

There was some discussion long ago as to whether 12031 applied in NF/BLM, and there was never any absolute answer, other than a consensus that it does.

With regard to UOC, here is a link to the discussion on this.

The question is, was 23688 put there for this purpose (to continue allow UOC in BLM/NF), and/or would it work for this purpose. IMO it does, but not all agree. But then I got this response from the BLM which would support my position (that you can UOC in prohibited areas in the BLM).

Thanks for the responses. That answered my questions.

I think I will keep it on the safe side and just UOC a long gun. Maybe I'll pick up one of those $10 wally world gun racks to put in the back window of my truck.
