    Off Roster Handguns

    If buying an off roster handgun online from say gunsamerica.com, is that allowed? I know about SSE, but how would that work exactly? Do I purchase it as is and have it sent to a 07/FFL here then have them modify it to SSE, then when I pick it up after 10 days they can change it back? Thanks!

    You need to find a local ffl that handle this type of transaction. A lot of dealers will turn this transfer away.

      Also note that you typically cannot make the purchase yourself, so you will need to convince your FFL01 to buy from a particular dealer, to keep the price down.

      This does mean that it is incredibly difficult for us to buy an off-roster gun at less than MSRP. Otoh, maybe there's a 'state interest' in keeping our use-tax being paid on the MSRP, rather than the standard 'street price', that places like Buds Gun Shop charge.

      There's plenty more problem when you consider that back in Michigan, where I grew up, I can get [per listed rates anyway] an FFL01 transfer for 40USD... Around here in the South Bay, it is closer to 100USD or more. And DROS is sometimes on top of that!

        But in California you don't have to ask your PD for a license to buy a handgun either. I think they did away with the post-purchase inspection anyway.

            True, but I believe that those licenses are issued, like their LTC/CCW, on a shall-issue basis.

              Not at all! Find the SSE exemption thread (stickied in handguns I think), find an FFL (ETA: an FFL listed in that thread as understanding this process) near you, and go talk to them. They may well charge you a little extra, but it's certainly doable.

                No, talk to Direct Action Solutions in San Diego if you want a brand new one. I waited about a month for mine. And I drove almost 2 hours each way for it !

                  This is not always true. You can find dealers on GB that will let you be any gun and will ship it to CA. It's just a matter of doing your leg work.
                  Yes you can have 2 C&R 03 FFL's; 1 in California and 1 in a different state.

                    Also, how does that answer whether the local FFL (doing the SSE) will allow it to be done this way? Means I need to find _two_ friendly FFLs.

                      Just ask if they will ship to CA if they say yes then no problem.

                      If they ask you if it's legal for you to own this in CA just say "yes".

                      If they say "I looked and it's not on your roster" tell them not all guns sold in CA need to be on the roster and this is one of them. If they question that tell them that you can have it made roster exempt once it comes into CA.

                      You could also remind them that you are paying them for the gun before it ships and if you can't take possession of it in CA that they are not out anything only you are.

                      If they still won't ship to CA ask if they will ship to someone in say OR, NV or AZ. There are "middleman" ffl's in those and other states that will help you get what you are looking for.

                      Don't ever try to be pushy or seem like you know more then they do. Just be polite and ask some easy questions.

                      Most of the LGS that are doing the SSE are willing to let you buy your own gun and have it shipped to them. They will charge you a transfer fee and a SSE fee. You need to factor all the different fees to determine which is the best way to buy it.

                      The thing is some guns are very hard to find; ie, the Ruger SR1911. You could wind up waiting several months to have your LGS buy and convert for you. But, you may be able to get one on GB have it shipped and converted in less time. You would pay more but that is the price you pay for not wanting to wait several months.
