It always warms the cockles of my heart to hear those charged with enforcing our laws AND defending our freedoms to take that responsibility so seriously.

In a state that does not require a permit to carry the mere possession of a firearm does not give you RAS, there is no firearms exception to the 4A.

Yes, it does. Had the LEO's developed RAS that JL was carrying a concealed handgun they could have stopped and frisked him, since carrying without a permit is a crime in FL, just like in CA. If someone prints around a LEO in a state that requires a permit, no court is going to find that a violation of the persons 4A occurred.
