Update: So, after spending about an hour on the phone this morning the issue seems to be resolved. DOJ said I had to contact DMV, they said everything looked valid. I then called the DMV issuance office in Sacremento and they also assured me there was no problem. I called back to the DOJ and the operator told me the issue had been resolved and that the background check would be processed. No one had any idea why this would happen, but I wouldn't be surprised if other new state residents or people who get the new CDL have issues. Be prepared to have everyone tell you they have no idea what is going on. Thanks for all the responses.
