Probably where the "anger" came from. A good suggestion was made to get a copy of the book, online or at a gunshop and help him study...it's not a difficult test, here is a link to the study book. And as for the Safe Handling Demo, you can't "fail" that, if someone is having difficulty, it is up to the shop to "guide" the buyer through the demo and help them become comfortable with it.

Yeh I know City Arms does a nice video presentation and stuff. He might be able to pass it he might not. He takes his DMV tests in English and passes those so he could probably pass this one I wouldn't know since I've never taken it. I still take issue with it because it's a barrier to exercising a constitutional right and there are people out there who live in the U.S who cannot read, speak English or Spanish who might want a handgun but cannot acquire one.

That's basically what I'm trying to get at. Plus it puts more pressure on them to scrap the whole thing.
