No, they still need to apply and get approved for the roster.

This will be a good test of the 9th circuit. Let’s see how they respond.

CA will probably sandbag roster approvals

Honestly, all guns should pass a drop test at any rate.. This is a sold win..

The relevancy is that there is still an approval process for sale. If the state doesn't file motion for stay, you still can't go out and buy off-roster in 14 days. It will take some time for the new handguns to be tested and added to the roster... especially if the state drags their feet like they do with concealed carry applications

to see what CA9 does. This will also be a good indicator for Duncan, Miller, etc.

Just so I understand this, handguns will still have to be on the roster. This just dose away with the microstamping, LCI and Mag disconnector requirements. So even after two weeks, if a stay isn't granted by CA9, it will still be some time before we can purchase (currently) offroster handguns?

This is why I stated above that they should seek a conditional approval process if any stay is granted.

anybody else wondering how they "drop test" a stripped pistol lower receiver?

Looking forward to the bottom dropping out of the market for p320, p365, 43, 43x, hellcat, etc.

If you've been trying to unload those guns at rapey prices, might wanna think about dropping your ask.

Keep in mind it?s a preliminary injunction. Not a final ruling.

That will still be cool because then the roster requirement becomes just the drop test, which every modern handgun will pass, including everyone's favorite Gen 5 Glocks. I think they can do the lab testing quite fast if they want to. It's the drop test and, IIRC, firing a few hundred rounds of ammo.
