The requirement to transfer through a licensed ammo vendor (LAV) is in effect already. Also, for someone not having such a license, there's a limit of 500 rounds in a 30-day period.

My understanding is that, in 2019, you'll need to go through a background check for each ammo purchase.

I thought that wasn't in affect till 2019.
