    One guess only.

    The socket head cap screws sticking out of the back are 1/4-28 for size reference.
    What does this tool get used for?

                        Thats for when you want to get your nails did, but you are too broke to pay someone so you place the fake finger nail in the groove and attach it to a support, then you paint your own nails before gluing onto your finger.

                              The width of the groove is not nearly as important as the depth of the groove in this case.
                              It has nothing to do with a stock tennon.
