It can be done.
Which is why i still say the ATF does in fact say the the lending of tools is a no no.

I sent off a letter but I doubt I'll hear anything back.

the problem was not the private build parties, but those machine shops and stores lining people up to complete mill out their lower for $50-60 a pop, or those that sell kits and build your parts kit with you there for 1k.

      Not for profit? Not really.

But that's what I am talking about. The not for profit BP's compared to the borrowing of a tool and in turn why BP's have all but disappeared. Obviously the CNC shops were out to turn a profit as was your 1k build. There is no question about that. But, that is not what is being debated here.

The issue is the ATF will most likely never issue a letter of opinion on build partied, Lending or leasing of tools and equipment because they know they are wrong. What they are trying to do and pretty much have succeeded at doing is scaring the hell out of everyone into not doing them any more.

I'm in firm belief that helping someone else build a weapon is in no way illegal. whether for profit or not. I still firmly believe that it's the builder that folds the flat, drills and reams the holes, not the host. No matter who's tools are used, No matter where the work is done, and no matter whom is paid or how the payment is made.

And I still say assembling >10 round magazines was not illegal either.
