i do have a complete receiver...
some one can help me install the "parts" onto the receiver without getting into legal issues?

Yes.
"Manufacturing" a receiver is where the legal issues lie.
Assembly of a firearm is not an issue.

Sure.
The main issue is advertising them.
If you publicize them, 3 letter and 4 letter agencies show up.
Without advertising, its much harder to get a group of people together.
It's a chicken/egg problem...
