I stand by my above remark that you quoted. But remember the occasional aspect.
I nor you are attorneys so my belief of what the law allows is different then your belief. Now the ATF on the other hand is limited in what they can make opinions on as they are an enforcement agency not a part of the judicial branch that create laws.
Now I will say one thing I stand corrected on the ATF issue as it pertains to 80% AR lowers. I talked to a trusted friend that had access to two letters from the ATF. I still believe that once the firearm portion is met the rest is assembly and as long as the chain of custody requirements are met for the occasional work aspect of the law anyone can assemble the weapon so long as they are not prohibited from possessing a weapon.Comment

The distinction is whether you are operating a business or not, You could still be running a business but only having OCCASIONAL customers, just means your business is shytty. Its when your engaging in business type behavior, such as running a website, marketing your service for economic gain, that puts you on the radar.

I don't think you understand. Many businesses do a lot of one or more things and a little bit of another every once in a while. Just because a business, like an auto repair shop, does 7 figures in repairs and builds two cars a year from scratch. It doesn't mean those two cars are shytty or that the business isn't successful. Actually, the number of firearms a 07FFL builds per year is something that "they" do care a lot about. If it's less than 50 or 51 (I forget and am too lazy to look it up), no extra tax is required. If they build or even assemble more than that, they are responsible for paying a tax on every single one.
