Its only 1.5 longer which puts it at a rifle buffer tube in length. I have not seen any BATF rules saying you can not use a rifle length tube . In one letter it says either one is OK. Either way I am not selling these..
My understanding is if it has a buttstock or can slip one on it- or any resemblence is not good. U can shoulder a carbine buttstock or even a shorter one. My guess is its subjective. I read the BATF rules and there is nothing about the length of the tube. Other info but not on the length.. para cord and rubber sleeves are documeneted as OK... I made it longer to meet the requirement of 26 inches overall to use a forward grip. As documented by the BATF letter I have.
