Akbuilder flats vs nds receivers....would the quality of an AK LOOK that much better or function better on a milled receiver such as one from NDS? If I pay good money for a matching parts kit with excellent wood I want to make sure I don't skimp on other parts.

Not all stamped receivers are equal. The 1.5 mm stamped RPK and Yugo M70/M72 receivers are a double-dose of beefy. If you perform a heat treat on them as NDS does, they can be made tougher still.
Milled receivers are nominally heavier than a 1.5 mm thick stamped receiver, but not by much. If you want to go heavy, build on an RPK type and you'll get the best of both with a lot less cost.
