I recently bought a new EMF revolver. It is shaving bullets badly. The bullet will pass through the cylinder chamber with very light pressure and the gap does not seem excessive. I do not see a forcing cone on the face of the barrel? A SWC bullet will not enter the face of the barrel. I do not have much SAA experience but something does not seem right. Any opinions are welcomed.

When we carried revolvers and somebody's gun was shaving lead, it was a timing issue, as I recall. Cylinder was lining up just a hair too soon when the hammer hit the primer.
Make sure it's really shaving lead. The gap will allow gasses and powder to escape. Sometimes people complain its shaving when they're only getting hit with powder fragments.Comment

I have the gauges and tooling to cut revolver forcing cones.
From viewing that picture, I can almost assure that the forcing cone is not cut to the proper depth that would pass the forcing cone gauge because the gauge requires there to be a cone at least 0.020" deep out into the grooves of the rifling.Randall Rausch

That's because they left it out. There is none.
When you have one cut, also have each chamber checked for barrel alignment at full cock. If it is really out of whack, a proper cone wont help much.
EMF got their Colt clones from many makers over the years. Some OK, some not so much.

Only Houdini can diagnose a timing issue from primer strikes. From pictures on the internet, no less.
Check the throat/barrel alignment at full cock first. Check for full cock and bolt/cyl lock being simultaneous, early, or late. Simultaneous is preferred. A late full cock is a sure fire indication of a "trigger job" by a sure fired unqualified person. Or a cheep spaghetti gun.Comment

You would be sending it back to the importer, not the manufacturer.Looking at the primers, it looks like it also may have a timing issue.

The manufacturer is in Italy.
Re-timing the action is not "easy".
Most of the importers are not going to re-work a gun as they don't keep legitimate gunsmiths on retainer.
It costs around the same to send the gun back to Italy and then back to the USA as it does to replace it with another gun on hand.
They would rather replace it and see if you accept the replacement than try to fix the existing gun.
