Cut some shallow grooves into it all the way around, so the pipe wrench will have something to bite onto, and use a new pipe wrench with sharp biting surfaces on it.

The way I loosened failed inner bearing races that heat welded onto heavy truck spindles will work here. Using a small hammer with a ball peen end, peen around the sleeve, it will cause it to stretch, and it should come off easily.

A pipe wrench will collapse that thin material jamming it tighter - or crush the threads --

I finally got it off. Used a torch plus the hammer and wrench method.

The new muzzle brake is on snug. Thank you everyone.

Maybe take it off, put permatex anti seize on it, then put back on.
