The military has 16 billion dollars worth of ammunition that they are going to spend another 1 billion to demill-scrap. Not all would be small arms ammo that they could sell to the public either loaded or as components. Read Tom Coburns Wastebook 2014, page 29.
I think there are Presidential orders that most all surplus military small arms ammo has to be disassembled and sold for scrap. China is buying the shredded brass, copper, etc. at scrap prices. Some politicians don't want us to have access to components.
Tom Coburn's Waste report will make you mad and show you where a large portion of our taxes goes. Coburn also says the government over-ordered ammunition and have more than needed. My theory is the obama administration grossly over-ordered to drive up the price of brass, bullets, and to make gunpowder scarce for the public. Anyway we all know powder has been in short supply as well as primers in the last few years and prices have tripled.
