Red Dot is a flake powder with fairly large flakes. It's not going to meter well with such a small charge. I would recommend going to with a ball or flattened ball powder to get better consistency. Bullseye, Titegroup, W231/HP38, etc.

red dot is a shotty powder meant for shotguns. JUST like blue dot, green dot and clay dot.

HOWEVER, Red dot aint too bad in 9mm and other loads. What are you loading for? .380?

If you have issues, without spending the additional money for a different powder dropper like a lock n load powder dropper, I would say to put it all back and go to the MARKETPLACE, NOT HERE, BUT THE MARKETPLACE and see if you can trade it off for some better pistol powder. You might take a bit of a hit, but you can get something better...

To get the Lee disc powder measure to throw consistently you have to operate it THE SAME EVERY TIME. Pull the handle on your press to rotate the turret all the way back around to drop the powder, weigh a charge, pull the handle to rotate it back around again, drop the powder, weigh a charge etc. It all works to settle the powder. BTW that is a small charge on a powder that is hard to drop consistently...

I bought one, but it is still inconsistent. Does anyone have recommendation for powder measure that can throw consistent 2.5 grain charges?

That's a tall order for that powder and that charge weight. I routinely charge 3.0 grains of red dot/promo, but even that is a bit iffy.

If you don't mind out asking, what are you loading with that charge/powder?

If it is that important to have exact charges, for whatever reason, and you MUST use that powder, then I see a powder trickler in your future, or at least a specially marked (red sharpe pen) rifle case like a 30-06, 45-70, or similar to use as a trickler. (fill the case, then point it towards your powder weighing pan, roll the case gently back and forth at a slight downward angle until powder starts trickling out.)

The other option is to use a lee dipper and experiment with your dipping technique until you can get a consistent charge at that exact weight. I wouldn't hold my breath, but you might get lucky.

My current pet load is 3.1gr of Titegroup. It took me a while to figure out how to meter it with the Lee Pro Auto Disk. The smallest hole was too big, and the charge bar wasn't consistent because at that low volume, the cavity is basically a thin slit and the powder wouldn't fill the corners consistently.

I ended up making a bushing with the correct hole diameter and then press fitting it into the largest hole in the Auto Disk set. Now it throws 3.0-3.2gr of Titegroup all day.

                  1) Unless the max charge thrown exceeds the max load for your gun, shoot 'em and see how they group. Be sure to shake the hopper before you start to settle the powder and then throw at least 10 charges before you start to weigh any.
                  2) Go to a better metering powder. Even Bullseye meters better. I would look to AA2 myself, but with the lack of powder on the shelves, you use what you have.
                  3) You can buy an RCBS Charge-Master; however, it doesn't get out of very slow "trickle" speed for such very small charge weights.

I use Red Dot all the time, and my lot of powder uses the 0.40cc cavity for 2.5gn Red Dot and my charge weights are almost always within +/- 0.1gn.
3.2gn of my lot of TG uses the 0.27cc cavity. Don't like TG at all (too hot and hasn't been accurate in any of my guns, where I want less than 2" at 25 yards), but never had a problem metering it well.
