Perfectly legal to own and use in CA. Majority of the ranges do not allow it though as it can spark a fire.

green tip ammo is legal, just hard to find a place that will allow you to shoot it like Allied Armory stated

I think that although the green tip ammo is OK to have in California, it can't be used in a handgun. There is supposedly something about steel ammo being considered "armor piercing". I know that non-steel 5.56 ammo will penetrate armor just as easily.
